The key here is your settings. If your league has a set number of rounds for the rookie draft then owners keeping less than the max allowed may not be able to fill their roster during the draft unless they traded for extra picks. If your league only has a keeper setting and no setting for the number of draft rounds then any team may keep less than the maximum number of keepers and they will be able to continue drafting until their roster is full
looking at the settings for your league you have a total roster size of 25 and up to 25 keepers allowed you also have a 25 round draft set up so if an owner keeps all their players they will draft none, but at the same time they could drop everyone and draft 25 new players! So in your case due to the settings, teams may keep any number they want under the 25 max and they will all draft until their roster is full. Obviously since the league is new this year the keeper rules and number of draft picks as I have detailed won't apply during the startup draft but would apply in 2024 and beyond

Ex. our football dynasty league, roster limit is 30 and all 30 can be kept, we still have a 5 round rookie draft. To accommodate default 5 and mgrs. trading for extra picks, I open rosters during the draft to like 40 then we cut down by preseason. Regardless we still start with 5 picks.
Baseball keeper: we roster 25 and keep up to 11, hold 14 round draft. Regardless if we keep 11 or 2, you still get 14 picks. We don't add roster spots here bc it isn't rookie only, so if you hold extra early picks you lose end of draft ones when your roster hits 25.

less than the limit of keepers can be set. It does not add extra draft slots either if a team keeps less.

Not sure I understand what you’re saying here.
If rosters are 25 guys and I only keep 20 so I will draft 5. Another guy keeps 18 and will draft 7. Is this is option? If so what part do I select?

From the app: click the settings wheel in the top right -> 'Team' Tab (where you set your name/logo too -> 'Keepers'
Browser: Team tab -> 'Settings' (same as above where you edit name/logo) -> Keepers
