I am wondering, as a commissioner can I open free agency prior to the rookie draft and then close it once the NFL draft takes place to prevent people from adding rookies prior to our league draft? It might already be a feature but I don't want to open it and then have the system prevent us from having a rookie draft.

You can go to league settings, under draft, open free agency, open free agency and draft later.
