I don't believe commissioners have this power in Flea, oddly. You need the cooperation of the recipient of the draft pick. Ask that person to trade the pick back to the original owner. I'm not sure of the circumstances here, but it is possible to trade a pick with nothing in return. If the recipient team is unresponsive or the owner has gone missing, you can drop the team from the league, use a dummy Flea account (requires alternate email) to join the league and propose the trade. Then drop back out of the league and invite whomever to join or rejoin. Good luck.
