You should be able to contact Fleaflicker Support directly and they can manually give someone else commissioner powers. Similar thing happened when a commissioner cheated in a league I was in once
What makes this a bit more complicated is this player has made it clear of his intentions yet has not physically removed himself. This is a bizarre fantasy football hostage situation.
