I saw Tommy Cutlets added in another league too so I'm guessing it's a fleaflicker gap. I looked at the one league I'm commish in and waivers are basically on or off and after wed you can have first come first served. I'm guessing here but maybe fleaflicker doesn't lock players on bye like it does for kick off start. Could be a technical challenge where flagging a bye week player as locked would mess up adding players before their kickoff.
Commissioners can choose to enable the always-on waivers option. This means that free agents are never available on a first-come-first-served basis. They must always be claimed.
Without this option, free agents are available on a first-come-first-served basis after the league's last waiver processing day of the week.
For example, if a league processes waivers on Wednesday, Thursday, and Sunday:
With always-on waivers: Free agents will never be available on a first-come-first-served basis
Without always-on waivers: Free agents will be available on a first-come-first-served basis after Sunday waivers process (at 8 AM ET).
