If you Add a player you can drop a recently aquired player, but when you Claim a player you are not allowed to drop a recently added player.  
 
I believe a commissioner should have the option to lock all recently added/claimed players through a weeks worth of games.

There is no difference between adding and claiming as you describe. 
 
The ban on dropping recently added players applies only when dropping a player acquired this week within 24 or 48 hours of their kickoff (depending on waiver rules).

There is a differance, when claiming a player off of waivers, the LOCK icon will appear for the recently added players. 
 
When "Adding" a player the LOCK does not appear for the recently added and they are elgible to drop or released. 
 
Please give the commish the option as requested on the original post. The option was in place up until this year.

There is no difference. It depends on the player and when you look. 
 
We decided not to lock recently added players if there was enough time for another owner to claim them before kickoff. 
 
So if you claim a player early in the week but decide you don't want them, you can drop them if and only if there is enough time before their game for somebody else to claim them (24 or 48 hours depending on your league settings).  
 
This is fairest approach.

What a commish can do is at a set time during the week go to commish options, edit transaction rules, set add/drop deadline to week 1. This will lock added/claimed players. Owners will have to email you other moves which you can account for by going to commish options, edit rosters. 
When you want owners to be allowed to make add/drops and claims again return to commish options > edit transaction, set add/drop deadline to none.
