True if it is a private league. You will need FleaFounder's help, and that can be hard to obtain. If it is a public league, you are in luck: you have to go thru the process of "reminding" the commissioner to become active (you should see a little alarm clock icon) and then waiting a month or so. When the commissioner fails to become active, you can take over. I did this years ago and my memory is not great but I think this is correct.
