If I try to change the draft order it says that the league must fill up first, but there is going to be less than 8 teams in the league. Is there any way to change the draft order without filling the league?

Commish Options->Create an Ownerless Team -- fill your league up with a dummy team(s), edit the desired draft order, then remove the dummy team(s)
