Owner wants to quit and new owner needs to take over

I have an owner in my dynasty league who hasn't been very active and it's been decided it's best to replace him. We allow offseason trading and our bylaws require cuts to be made relatively soon. Is there any way to replace the owner of a team during this downtime?
