This happens every year. How do I remove him from the league or lock his players?

Likely too late in the season to do that in your league. Edit the rosters if you wish at Commish Options->Edit Rosters
I understand locking the league so an owner can't drop out. But the commissioners should be able to remove an owner if they have someone ready and willing to take over. JMHO
