Updating a previous item, DE Andre Carter signed injury waivers on his quad and back upon his signing with the Raiders on Wednesday. Carter's quad is reportedly not quite back to 100 percent after tearing the muscle off of the bone in Week 14 last year. He hasn't dealt with any known back issues since the 2004 season, though. He'll likely be a part-time pass-rushing specialist as he starts out his Oakland tenure.
