Titans will sign QB Rusty Smith off their practice squad. Instead of signing veteran David Carr, the Titans are going to keep it in-house while Jake Locker (hip, knee) is sidelined. Smith, a 2010 sixth-round pick, does have one NFL start under his belt. He went 17-of-31 for 138 yards with no touchdowns and three picks in a loss at Houston as a rookie.
