Devlin signed with the Bears on Monday, ESPN Chicago reports. Devlin's only shot at making the Bears' roster out of training camp would likely be if coach John Fox decides to keep three quarterbacks. With 2014 sixth-rounder David Fales and undrafted rookie Shane Carden around to challenge Devlin for those duties, even coming away with a No. 3 job might be a tall order.
