Jaguars TE Clay Harbor (ankle) has been fully cleared and has been a full participant in OTAs. Harbor broke his right ankle in the season finale and was medically cleared a couple weeks ago. Re-signed to a two-year, $3 million deal in March, catch-first tight end Harbor has the upper hand on the No. 2 job behind starter Marcedes Lewis. Harbor caught 24 passes in 16 games last season.
