Tarvaris Jackson got the first snaps as the Bills opened OTAs Monday. Kevin Kolb was the second man through the rotation and first-round rookie E.J. Manuel was third. It's clearly not worth reading into. Jackson is the "incumbent" as he was in Buffalo last year and Kolb is the veteran. Before long, this will be a two-man duel, with Jackson serving as an innocent bystander. The Bills are undoubtedly hoping the raw Manuel steps up and seizes the job.
