The Jaguars are expected to tender an offer to restricted free agent WR Jordan Shipley. Shipley was signed as a free agent in Week 12 last season, and he went on to catch 23 passes for 244 yards and a touchdown in six games as a slot receiver. He'll be a candidate to retain that role if Laurent Robinson (concussions) isn't healthy.
