Toney Clemons is expected to start at the "X" receiver spot in place of Cecil Shorts (concussion) this week against the Titans. The Jacksonville receiving corps has been decimated by injuries and poor play over the course of the season, leaving Justin Blackmon as the only receiver of the group that was on the Week 1 roster. Clemons, 24, was signed off Pittsburgh's practice squad in late November. He was a seventh-round pick out of Colorado in 2012. Jordan Shipley will man the slot on Sunday.
