Jaguars WR Stephen Burton (concussion) will not play in Thursday's game against the Texans. Burton is having tons of trouble getting cleared following his Week 10 concussion. Cecil Shorts, Mike Brown and Ace Sanders will be Chad Henne's top-three wideouts Thursday night.
