I'm starting a new keeper league. The purpose of the league is to create the most realistic experience possible for managing a pro basketball team. Each franchise can retain all thirteen players for up to 4 years, after which time they become free agents (just like in the NBA). Each team has a 7 man rotation, a 6 man bench, and 7 man D-League team (or "taxi squad" if you prefer). The positions in the rotation are more flexible than in a usual league, reflecting the fluidity of positions in the real NBA. The league will begin with an auction draft on another site, then the rosters will be imported to the league. The budget for the draft is $630 ($1 per $1 million dollars in real life), and will change as the NBA salary cap changes. This year's rookies will be included in the initial auction draft, but in future years rookies will become available after the annual free agent draft under the free agent auction bidding system. Whichever team submits the largest blind bid for a given rookie will sign that rookie to a contract. All teams will have a $100 in-season free agent auction budget (the equivalent of the midlevel, biannual, and minimum exceptions in the NBA). Beginning next season, teams will also receive an addition $30 added to their free agent budget, an amount which will increase annually to match the average salary of the top 10 picks in the draft.

Teams which do not exhaust the salary cap in the draft will have their cap space added to their free agent budget. For example, if Team A spends only $500 in the draft, they will $230 for their free agent budget ($130 cap space leftover from the draft + $100 base amount). Teams who are below the salary cap at the end of the year will also roll over their cap space into the next year's draft budget (and free agent budget). So if Team A above spends only $50 of their free agent budget, their end of year total salary is $550. For the next season, they will have $80 (from the previous) year added to their existing $80 of cap space, resulting in a total of $160 available for the draft.
