I have Joakim Noah who is out for the season, but he is still IR ineligible. Is this a mistake or is there another reason he doesn't qualify?

He has been designated as Out. His prognosis as of Jan. 16 was out for 4-6 months, which means he could possibly see a return at the end of the season. That is probably why he hasn't yet been classified as Out for the Season.
