David Stern expects to receive Sacramento's bid to keep the Kings "well before March 1," but he doesn't intend to meet with Sacramento mayor Kevin Johnson during All-Star weekend.

Johnson is confident in his city's counter-bid to prevent the Kings from being relocated to Seattle, which is based on plans presented last year and will include a significant public subsidy. The NBA has yet to officially vet Seattle for relocation, but Stern said the investment group led by Steve Ballmer and Chris Hansen is "very strong" and that he's "not ... aware of" anything Seattle has yet to do to be approved. Ultimately, the NBA Board of Governors will decide between the two cities' proposals.
