He can't be sent to the minors without being exposed to waivers, so the hope is that he will provide some value as a reliever. The Indians will use Zach McAllister on three days' rest on Wednesday, but Trevor Bauer or Josh Tomlin will likely be called up to fill Carrasco's spot in the rotation next Tuesday. It would be a good idea to stash Bauer in mixed fantasy leagues.
