Is this possible? I want to make sure that my owners keep 15 of 20 players on their roster, but I can't figure out how to force it. Thanks!

You can do it for them, but you can't "force" them too. If the draft is nearing and they still have not selected their keepers, go to Commish Options>Edit Rosters>These are the keepers only (after you select 15 from their team).
