is it possible to make keepers cost picks? for example we were wanting to do keep 2-4. keeper 3 and 4 cost you your first and second round picks. or each keeper 1-4 costs you picks 1-4 doesn't matter, but is this possible???

Yes, you can implement a manual rule to take away the draft pick in next year's draft for the round that the keeper was selected in for this year quite easily. Go to: Commish Options>Edit Draft Options>Manually Edit Draft Round by Round>Click DELETE PICK for every pick you want removed and protected. So in your instance you would delete their first and second round picks.
