I have a GM who is past his time frame for a pick in the email draft format. How do I commissioner-draft a player for him?

Go to the Players section and just hit Commish Draft

New question, how do I regain Commish powers to remove the review period for trades? Every time I try, it tells me I "cannot make [my] league public until [I] set a draft time", but we are currently doing an email draft... :(
