Your best bet is to have the commissioner go to the players section -> hit commish draft (and select a retired player or a player that is not of any value)...
I would find this useful as well... In a keeper league, some teams don't need to take their 3rd or 4th round pick... While other's do. It would be useful to allow the team with the pick or the commissioner to skip a pick. Selecting a retired player is a workaround... But would require that player to be cut later. Is it possible to add a "skip pick" option somewhere?
If you are using an e-mail draft, why would a team skip a pick rather than trading it away for a pick or pick upgrade in the next draft (unless of course your league doesn't allow future draft pick trading)?
It is a keeper league where we keep every player from year to year. So say a team is really good, and doesn't need much in the draft, so they only use their first 2 picks. Then decide the guys on their roster are better than anyone still available in the draft pool. So they skip every pick after that... the picks really have no value when you are choosing rookies and guys who where free agents at the end of the season. So it is hard to trade them.
Dude I asked a question. I'm not going to argue draft pick values with you... And yes, we do cut before the season. Each team has 23 keepers, I increase the roster limits to 28 before the draft to accommodate the draft picks. We do 5 rounds because of the thin draft pool. Then teams are required to cut down their players during the preaseason game weeks. That way it is more realistic, rather than cutting guys before the draft to draft unproven rookies to your roster. So yeah... a 4th or 5th round pick in our draft is pretty much worthless... But thanks for your concern.

Is there any way a feature can be allowed to commish tools ?
The option to skip a pick if time elasped for the pick in question ?

Unless you make teams cut players right after the draft, all picks have value and it would be dumb to skip a pick.
