Toney Clemons is expected to start at the "X" receiver spot in place of Cecil Shorts (concussion) this week against the Titans.

The Jacksonville receiving corps has been decimated by injuries and poor play over the course of the season, leaving Justin Blackmon as the only receiver of the group that was on the Week 1 roster. Clemons, 24, was signed off Pittsburgh's practice squad in late November. He was a seventh-round pick out of Colorado in 2012. Jordan Shipley will man the slot on Sunday.

Jaguars signed WR Toney Clemons off the Steelers' practice squad.

24-year-old Clemons was a seventh-round pick out of Colorado this past April. Long and lean with 4.43 speed, he's a developmental wide receiver prospect.

Steelers agreed to terms with No. 231 overall pick WR Toney Clemons on a four-year contract.

Clemons was voted Colorado's most outstanding offensive player after recording 44 receptions for 680 yards and eight touchdowns last season. The Steelers are high on the Pittsburgh native's athleticism and envision him contributing on special teams if he makes the final roster.
