Speaking Thursday, Jaguars owner Shad Khan said the team has "no plans" to release troubled WR Justin Blackmon.

With Blackmon already indefinitely suspended, the Jags have little to gain by cutting him loose following his Wednesday arrest for marijuana possession. Blackmon does not count toward the 90-man roster. The best time to re-evaluate Blackmon's standing with the team will be if/when he's reinstated. It's not going to happen in 2014.

The Jaguars say they "haven't heard much" from suspended WR Justin Blackmon, and "it doesn't sound like it's going in the right direction."

Several teammates and members of the organization have reached out to Blackmon, but he reportedly doesn't reply to their text messages or phone calls very often. Cecil Shorts indicated Blackmon has checked into rehab and is "doing all right." A former college coach of Blackmon's says the receiver admitted that he's "getting help." Blackmon caught 29 balls for 415 yards and one score in just four starts last season. His talent has never been questioned.

The Jaguars have not ruled out a Justin Blackmon reinstatement at some point during the 2014 season.

We'd still consider it a longshot that Blackmon's ban is lifted prior to the 2015 season, but the Jags are holding out hope. Essentially, they're treating him as a luxury after adding two polished rookies in Marqise Lee and Allen Robinson to run with Cecil Shorts. As a multiple Stage 3 violator, Blackmon must apply to the league office for reinstatement.

It's one of the many reasons the Jaguars would be silly to cut Blackmon even though he's violated the league's substance abuse policy three times. He's not taking up a roster spot, they don't have to pay his salary and they'll have him under club control cheaply for three seasons if he ever does get reinstated. Blackmon is not expected to see the field until 2015 at the earliest.

ESPN's Ed Werder reports the Jaguars don't plan to release suspended WR Justin Blackmon.

The Jaguars are allowed to release Blackmon during his indefinite suspension, but they have no plans to do so and want him to return once reinstated. The team has no idea if, or when, Blackmon will be back in the NFL after multiple violations of the substance-abuse policy. He's being viewed merely as a luxury.

Khan loved Blackmon when he entered the 2012 draft, and the owner approved a trade-up to No. 5 overall to select the big receiver. He had alcohol issues at Oklahoma State but stayed out of trouble as a rookie before the train started coming off the tracks in 2013. He opened the year with a four-game ban before receiving an indefinite suspension in November. The new regime in Jacksonville didn't draft Blackmon and may be done with him. The Jaguars gave away Blackmon's locker this week and drafted two second-round receivers.

Live at club headquarters, ESPN's Britt McHenry reported Wednesday that the Jaguars are "not expecting Justin Blackmon at all for 2014."

The words reportedly came directly from GM Dave Caldwell's mouth, though we do wonder if the Jaguars painted such a bleak picture to McHenry in an attempt to create the impression they'll take Clemson WR Sammy Watkins at No. 3 overall. Regardless, it's clear the Jags aren't counting on having Blackmon, and would consider his 2014 return a "bonus." As is, their starting wideouts are Cecil Shorts and Ace Sanders, with Mike Brown as their No. 3 receiver.

Jaguars GM Dave Caldwell reiterated Friday it's "my understanding" suspended Justin Blackmon can apply for reinstatement before training camp opens.

The Jags are approaching their draft as if Blackmon won't be available, and would consider his return an unexpected bonus. "It's not something we're counting on," Caldwell said. "It's something that would be a relative surprise. I haven't gotten a lot of updates from the league on where he's at or from Justin, to be honest with you." As Ace Sanders is a slot receiver and Cecil Shorts isn't a true "No. 1," the Jaguars are in the market for a wideout upgrade.
