Chandler was full-go in 7-on-7 drills, and eventually moved on to team scrimmages, confirming an earlier report that he'd be back in action Tuesday. He's expected to serve as the Bills No. 1 tight end in 2014, which should place him in the 75-80 target range.

Chandler opened OTAs limited after his scope, but he's progressed to 11-on-11s and should be 100 percent long before training camp. "I'm progressing back in rehab and stuff, feeling a lot better," said Chandler. "It's been a big step for me, got to get in there a little bit more with the team work." Chandler, now 29 years old, will remain a low-ceiling TE2 in 2014 fantasy leagues.

Chandler, 29 in July, is coming off a career season that saw him reel in 53 passes for 653 yards and two scores. He has no playmaking ability and is only a red-zone option. Ideally, Chandler would be a No. 2 tight end on a good team.

"I think Scott did a heck of a job for us," Marrone said. "I talked to Scott after the year, I thought he did a great job. I thought he was a guy who tries to lead well, he does everything we asked of him. I'm hoping he decides to come back, I really do." It could be coachspeak, but Marrone could have just as easily said something noncommittal. Going on 29, Chandler is a big target in the middle of the field and red zone, but has zero play-making ability. He'd be best suited as part of a tight-end tandem.
