Hello! Do you mean separate from the IR? As you can see below, you can use the IR for this purpose but you'd have to have all of the IR spots allow healthy or unhealthy players:
Yes! Head to League » Settings » Edit Roster Requirements » Custom » Add Taxi Squad and then set the number of players you want to add to the section, between 1 and 30.
